In recent times, there has been a virtual epidemic of Buyers who sign purchase contracts then fail to show up to close the transactions. As a result, just about all genuine Sellers in Russia now reserve their deep-discount Refinery allocations for Buyers able and willing to deposit a short-term escrow to guarantee their commitment to closing the transaction.
